This is the foundational premise everything else follows from. The Metric treats the sniper as a complete system — deployment, movement, equipment management, problem-solving, decision-making, and precision — rather than scoring marksmanship in isolation

Speed means nothing if it costs the wrong target, a hostage strike, or a safety violation. Time factors reward efficiency, but their influence on the final score is deliberately capped — no amount of speed can outweigh getting it right. The Metric isn't built to find the fastest sniper. It's built to find the one who stays accountable when it counts.

Operational environments reward simple, practiced solutions; not unnecessary equipment or overbuilt technique. The Metric rewards clean, efficient execution of the fundamentals. If a piece of gear or a technique doesn't make the shooter faster or more capable, it isn't earning its place on the line.

The final percentage matters less than what it reveals. Stage-by-stage results show exactly where a shooter is strong and where they're not — malfunction speed, positional efficiency, decision-making under pressure — so training time gets spent where it actually moves the needle, not spread evenly across skills that don't need it.
